Steve M - I've included you in the 15mm leagues to balance the numbers as you hadn't said what scale you wanted to play. If you are dead keen to play 25s, let me know and I'm sure something can be sorted.
Points scoring - I'm going to keep this simple and try to favour those who get stuck in, so:
Playing the game: 1 pt
Other player at 25%-50% of their break point: 1 pt
Other player at 51%-75% of their break point: 2 pts
Other player at 76%-99% of their break point: 3 pts
Other army broken: 4pts
The winner of each league will play the runner up in the other league of the same scale in a semi-final to give the finalists for each pair of leagues.
